Sumy city: SBU uncovers transaction which left hospital without 18 lung ventilators
The Security Service of Ukraine documented the abuse of officials, as a result of which one of the clinical hospitals in Sumy city received only 5 instead of 23 lung ventilators.
According to preliminary investigation and concluded agreement, more than UAH 17 million of budget funds were transferred to the commercial structure. For this amount, the company had to deliver 23 lung ventilators to the hospital. However, in fact, the medical institution received only 5 ventilators.
In addition, during the inspection, law enforcement officers found that in due course of the public procurement procedure, officials artificially inflated the cost of medical equipment. Thus, the cost of the relevant products exceeded the market by 20%. During the searches of the suspects’ office and residence, the law enforcement seized financial documents confirming illegal activities. Medical equipment is also checked for compliance with the certificate. Within the framework of criminal proceedings initiated under Part 2 Art. 364 of the Criminal Code of Ukraine the involvement of officials into creation of the criminal scheme is being checked. The operation was conducted jointly with the National Police under the supervision of the Prosecutor’s Office of Sumy region.
